The raising of the "general welfare" wording of Article I is something of a litmus test for Constitutional stupidity.

The well-established operative principle is that Congress is limited to the powers specifically enumerated in Section 8. To suppose that Congress can do anything that it deems to promote the "general welfare" is preposterous, and renders the remainder of the section nothing more than meaningless verbiage.

The main reason for this ignorance is that the Congress itself refuses to openly acknowledge this limitation. Leftist Federal courts have also promoted an "expansive" reading of Article I, most notably defining literally any economic activity in the U.S. as "interstate commerce," and under Congress' odious thumb. And it's bad enough when the Democrats ignore the constraint (imposed by the Tenth Amendment), but in recent years the Republicans seem equally willing to spend on initiatives that are clearly outside the legitimate powers of Congress, and today, when confronted by Progressive initiatives that obliterate congressional limitations as never before, the Republicans remain silent on this fundamental issue.

Most infuriating to me is that these bastards swear an oath to protect and defend the Constitution, while violating it with their every activity.

Pretty fucking nauseating, if you ask me.

There is no appeal to ignorance of the law. Providing for the general welfare is express law.
