The bill is a Democratic bill, sponsored by a woman, Maggy Krell, who worked on sex trafficking cases with the California DOJ for twenty years. The bill is cosponsored by several Democrats.

The original REPUBLICAN bill had a compromise deal where customers of 16 and 17 year olds would be a felony or a misdemeanor, leaving it up to prosecutors to decide.

What Krell wants is equal punishment for sex traffickers and their customers. The current law for traffickers applies to 18 years and younger. Krell wants to make the customers subject to the same parameters as the traffickers.
