But it is a major loophole used by the uber rich... They live on borrowings their whole life and avoid tax at death. They don't tax income to pay back your debts after you die...

The countries above US all 30 of them have centralised Government run educational systems. You are saying that is wrong... Please show us a major country education system that is highly decentralised that does deliver better results..
US system problem is too much privatisation... Public Education is one of those things that is done better by the Government.
US screwed up its own system by grabbing ideology in this case, sometimes Private does better, sometimes Public(Gov Run) is better... The trick is to know how to get the mix right...
For example, Private industry does way better than the government at building cars..
