To be more accurate, the law stopped Kaine's efforts, not the Senate. The law is clear and even if the senate had stupidly passed the resolution, Trump would have appealed to the SCOTUS and won.

This is the process that Crogress voted for when they realized that not every conflict is a war, but some conflicts can stretched so long by the executive that it becomes a usurpation of Senatorial discretion in declaring war. The War Powers Act is designed to prevent that, and it works very well.
