Defense Secretary Pete Hegseth gave a spoken directive, according to two people with direct knowledge of the operation. “The order was to kill everybody,” one of them said.
A missile screamed off the Trinidad coast, striking the vessel and igniting a blaze from bow to stern. For minutes, commanders watched the boat burning on a live drone feed. As the smoke cleared, they got a jolt: Two survivors were clinging to the smoldering wreck.
The Special Operations commander overseeing the Sept. 2 attack — the opening salvo in the Trump administration’s war on suspected drug traffickers in the Western Hemisphere — ordered a second strike to comply with Hegseth’s instructions, two people familiar with the matter said. The two men were blown apart in the water.

Actually the president's pardon power is in the US Constitution. So it would take an Amendment.This will be the thing to come. An outgoing POTUS will blanket pardon the entirety of his administration.
Biden started it of course (or whoever was running the auto pin at the time) but vengeance will dictate that it continues.
SCOTUS really needs to step in and limit pardons to those who have been convicted of a federal crime.

Fortunately for Pete Hegseth, "two people with direct knowledge of the operation" cannot be called as witnesses. It would have to be real people, under oath, liable to be cross-examined and likely to have witnesses testify to a different set of facts, which could open them up to a charge of perjury.Sure, because in a story about people being straight-up murdered while clinging to wreckage in open water, something that violates the Geneva Conventions, international law, and basic human decency, the real problem, apparently, is that someone might be held accountable.
But yeah, that’s what it means to be MAGA now: calling it “lawfare” so the law can be broken at will.
Hegseth isn’t facing scrutiny because he’s a Republican. He’s facing scrutiny because he ordered an extrajudicial execution. If your position is that the U.S. can kill unarmed survivors in the ocean but somehow can’t handle basic legal scrutiny afterward, maybe the issue isn’t “lawfare”, maybe it’s that the actions can’t survive daylight.
