1). Attack and destroy the ability of police to enforce the law.

2) Release as many dangerous and violent criminals as possible.

So what they will do is maybe borrow to pay for it, then later cut community mental health services so the extra Police can shoot US Citizen who has high anxiety with depression and legally bought a gun.
