Norfolk Southern was first on scene, they're the ones who say everything is safe ... raise taxes and send some funding to the EPA ... or better funding for the Federal Railroad Administration ...

The EPA was the first government entity to show up.

And to be clear....it is up to the EPA to investigate chemical spills, not Norfolk Southern.
I also think OSHA should show up and find out why the train operator chose to ignore warnings that the brakes were locked up on one of the cars that caused the derailment.

OSHA has no sway over the railroads.The Federal Railway Administration (FRA) is responsible for the overall safety of railroad operation and equipment. Since the FRA has regulations regarding railroad safety, OSHA would generally be precluded from regulating the safety conditions of operating railroad equipment.
