No longer able to victimize people randomly on the sidewalks of the nation's capital the crime infested teen population of DC now feels put out and unsafe.
It's not unusual for a criminal who has been let run amok to resent suddenly being forced into being law abiding.
" It's been 3 weeks since I was able to grab a purse and punch out a defenseless senior citizen! My therapist says its beginning to unravel my basic instinctual stability!... I may get a lawyer!"
