Officers were told a 16-month-old boy was found hanging inside the Uptown Day Care, located on the 2700 block of Humboldt Avenue South.

42-year-old Natalia Mykhaylivna Karia then jumps into her minivan hits a car and when the guy gets out of his car she runs into him and drags him for several blocks. She then hits a guy on a bike and then tries to jump off of a bridge.
