Carol Browner was tasked with Energy and the Environment, which would include oil, or should. She was the head of the EPA under Clinton.

A record tenure length of eight years at EPA, and then the first-ever Energy and Environment Czarina. Should she have known that the Bush appointees at MMS were incompetent boobs? Should she have advised BO to clean up MMS as soon as possible?
If oil had been a priority, instead of the mythical monster that is climate change, maybe she would have. Just a thought.
