Top 48 countries in cases per million people, sorted highest to lowest. The data is at the mercy of proper updates, the Vatican hasn't been reporting last two days, same San Marino.

China doesn't count of course, they don't play by the rules. Also not represented is India, so far their reported numbers are low.

One to really watch is % new cases. Only critic I see for the USA is why are the recovery & test rates so low? I imagine the latter is because the great number of population.

Yes and no. What makes it most meaningless is we don't know how countries are reporting even if there was a standard for reporting.

The data is a guide and has to be compared with ongoing data. Number of tests gives some idea, number of deaths gives some idea, etc. etc.
