I am going to expect that his hands on experience and proper attitude toward the position will be at least as valuable as a paper pusher has.

He has set up, organized and deployed USSS protection for members of the diplomatic community world wide, often as point for the entire op. It's a rather complex task.
They don't just show up and stand next to the person.

He's no idiot by any means.

My point is the coordination for these USSS events is huge and complex.
