these are some terms that describe a person who gets away with something until they are numb to getting in trouble for it.

Moral desensitization
This is the best overall fit. It means repeated exposure to immoral or harmful actions reduces emotional response and moral discomfort. The person no longer feels the act as wrong.
Moral disengagement (psychology)
A process where someone cognitively detaches from the moral meaning of their actions, often justifying or minimizing harm. Over time, this creates a sense that consequences “don’t apply to me.”
Habituation to wrongdoing
Describes becoming accustomed to committing the act itself, reducing fear, guilt, or awareness of harm through repetition.

Indeed, that is exactly what the DSA primarily in Minnesota expects from their violent acts to keep ICE from their job...

Sense of impunity
A legal/ethical term meaning the person believes they will not be punished, which reinforces continued wrongdoing.
