probably a combination
..culture/stress from lack of finances..and as I've pointed out many times, it's a cycle
...the children grow up in a stressed environment + no $$$ for good education/education not good in their area-environment for education bad [ many educational factors ] then they have kids --with no financial stability to take care of the kids, the cycle continues
..my wife went to a predominantly black school..she has first hand knowledge
..fact: blacks graduate at lower levels therefore less qualify for college = less $$$
...not to say you have to go to college to be financially stable-- but it helps greatly--especially in breaking the cycle
