That begs another question to be asked; why aren't other wealthy western countries stepping in to help? Countries that are wealthy largely due to huge trade surpluses with us.I thought it was all unbiased and not particularly partisan.
I seriously doubt most accusations of "fraud", this is about sending money to Muslim countries in Africa, as well as Pakistan and Afghanistan. Trump clearly states he doesn't want to send money to countries that "hate us", but the deperately poor are the ones benefitting from this aid, it clearly goes where it is supposed to.

I think you are conflating how the money is collected with how it is spent. Just because it is collected mandatorily doesn't mean it can't be spent charitably. It’s incredibly easy to be charitable with other people’s money, for sure.
