I'd say yes. If they were raped or harmed by an illegal then that it is directly due to the action of the current administration. They allowed that illegal to be in the country. If they didn't let that illegal in the country then never would been able to harm that person.

It's no different than if for whatever reason someone working in a factory is a direct safety risk the other employees know it, management knows it and HR knows it yet they are allowed to continue working and end up hurting someone then it's the companies fault for allowing that person to do something that is a known danger to others.
