Congress not the President controls Immigration. It is in the Constitution. And the President can not legally order law enforcement to ignore laws passed by Congress and signed into law by previous Presidents.

The crisis that exists is an Attorney General that is not independent of the Executive, and unwilling to enforce existing laws. This lack of prosecution and willingness to shield the executive from oversight and accountability, is what is really leading to this crisis.

It may be far to late for the Congress to do anything as they have ceded far to much power to the Executive.

A lot of the problem is in the laws.

If people are paying $3K-$5K to coyotes to get them across the border, that tells you something about the burdensome bureaucratic morass to slog through, in order to come to America legally.
