1. he was saluting the Flag of Japan as a High Courtesy to a valued ally

2. he was traversing the entire extent of the review parade-line and did not realize the Japanese PM was that far behind him

He was on unfamiliar territory and on-his-own and was merely guilty of pacing ahead of the rest of the small review party.

I have also wondered on occasion if Donny isn't kinda-sorta "getting up there" a bit from time to time.

In defense of Biden his history of stuttering ( not a cognitive problem ) had a lot of people questioning his cognitive abilities. Early on that was not a problem .
