Why is it that Israeli Arab villages located in areas prone to rockets lack even basic bomb shelters?
You would have to ask the village elders why they don't provide shelters.
Or it might be the well-documented innequality in the allocation of public funding for Jewish and Arab Israeli's.
I will help you out here coyote-----Israeli householders make their
own shelters-----the little apartment buildings----make the cellar a
shelter---the government does not do it----the little cottages
also do their own------and/or people do a fortified cubicle in their
apartments to stow the kids. themselves. You should know
something about the situation before deciding what is going on.
A person who has a little house who does not bother to make
a shelter----simply does not have one----just like the people of gaza
who can EASILY make them ------but don't You don't need cement
or heavy machinery or ----much of anything to make a shelter---it is
a matter of personal taste. Some people do hire help for it----
but lots do not. As Lipush mentioned---in some areas --its a local
project
when I was a kid----in the USA----some people made bomb shelters
in their backyards-----President Eisenhower was not paying for that
either-------same thing. Sometimes the towns people turned
the basements of schools into bomb shelters Long ago my
big brother handed out town generated instructions on how
to dig a shelter-----materials required were a shovel ----and some
junk to create a little hole for air--------and a little door------
from the garbage dump. You should see the movie---WIZARD OF OZ---
the shelter used to protect from the TORNADO----was the root cellar--
ie the hole in the ground where people stored their potatoes
