to do a two year study into the authenticity of this issue.

That is unrelated to radar systems. It's been happening with some regularity since around 2020, and really picked up in '24 with the Dubai flood were they got 2.5 years worth of annual rainfall in under 24 hours.

It's got more to do with the temperature in the Arabian sea and Persian gulf than anything else. For every 1 degree C that atmosphere warms it can hold 7% more water.
