The US government is the international violator, preventing the UN from upholding international laws that Israel is violating.
So each city in the US has the duty and authority to prosecute these war crimes by the federal government.
Government is NOT a source of authority, but borrows authority from the individuals it serves.
When the federal government violates law like this, it needs to be punished.
Cities represent the people and must act.
