I don't understand why it is necessary for the police to obtain permission to enter municipal property.

If they are blocked, use any necessary means to clear the path.

There probably were too many occupiers, and not enough police. Should have been more police, and swinging billy clubs, busting a few jaws. And they certainly should have arrested the brats who blocked their path.
