But there are ways of doing this that they were fully made aware of. They cannot not know those rules. It was a condition of their being allowed into the country. Every Visa we extend to visiting scientist has those rules stated numerous times in many ways. My wife was once responsible for helping foreign scientists obtain those visas. And they absolutely must have known....that's why they were smuggling the samples in. They were being deceptive intentionally.

It's a prelude to war.
