FYI. There are enough Nuclear fallout shelters provided by the Russians to protect 90% of their population. That is not the case for the U.S. Furthermore, as China is the one who has been selling the computer hardware - chips (which have proven defective again and again) to our Military what makes you think we are going to be able to respond? I do not believe we will be capable of a response. They have done their homework and have made sure that we won't be able to respond.
