I'm not in favor of amnesty and think most of the people locked up need to be deported as quickly as possible, but yes - the reason to cage children is two fold: one to show contempt and hatred because that is what Trump's base wants, and secondly contempt and hatred would be hard to sustain if we saw these people as humans deserving the same dignity and compassion we deserve.

It is the least restrictive way to require people seeking legal status will show up for an immigration court date. Just releasing them effectively lets them stay forever unless they somehow again come to the attention of law enforcement by getting in a car accident/ traffic violation or arrested somehow.
