This has to be one of those internet fake stories. Rahm Emanuel said Chicago is a sanctuary city and assured everyone they will be safe.

Reps' reaction: "midnight basketball", better schools? This was a 15yr old gunned down at 6:45PM in his own home over tennis shoes. I'd be trying to kill whomever did it maybe first thing?
