That bill was from 2019 and was later passed with Republican support (and less Dem support) after being amended by the Senate. It was signed by Trump. Emergency Supplemental Appropriations for Humanitarian Assistance and Security at the Southern Border Act, 2019 (2019 - H.R. 3401)
