Actually, this is mistranslation. It is clear that Christ is the foundational "rock" of the church. Here is the correct translation.

18 And I say also unto thee, That thou art Peter (a proper name, but meaning a "stone"), but upon this rock (a massive rock, himself) I will build my church; and the gates of hell shall not prevail against it.

Two different Greek words for rock, the reference to Peter inferior to the latter in this verse.

19 But I will give unto thee the keys of the kingdom of heaven: and whatsoever thou shalt bind on earth shall be bound in heaven: and whatsoever thou shalt loose on earth shall be loosed in heaven.

So, while Peter, and likely the other apostles, was given certain authority by no means was he the foundation of the church.
