I think that was one of the failings of Obamacare. But ONLY because:
The dems were determined to create another entitlement to go along with medicare. No goper could buy in to that. That's why it was a partisan bill. There was no compromise to be had.
Previously, gopers had argued that the gummit could raise revenue, possibly along similar lines to Obamacare taxes, and use it for tax credits for uninsured citizens to buy insurance (or even HC directly from providers). The gop initially came up with the idea of the mandate.
But they could have had a bill that provided if you get sick, and don't have HC insurance despite being given a tax credit, you absolutely may not buy in, so your choices would be: pay for cancer care yourself (no way to afford that) or meet the family poverty lines for Medicaid. And that would mean your family paid unless you legally removed yourself from your family .. which is what many adult permanently disabled people end up having to do now.
