China actually exported more in 2025 than it did the year before. In a contest between the US and China, businesses in a third nation can buy the Chinese product at a non-tariffed rate or risk buying from America where their own nation’s government may impose a reciprocal tariff at any moment.

It is an easy choice from the standpoint of those businesses if the costs are the same. Why pay a hefty tax when you don’t have to?
