Not enough facts to form a conclusion, but it warrants investigation. How many white applicants, who were able to pass the drug test, applied. I know DC pretty well, and the demographics tell me not too many. As for that engineer. What kind of engineer? A Metrorail engineer? What is he getting his PHD in? Medieval Linguistics? Was failure to get a promotion based on cronyism? Perhaps.

It could be racist, but there's not enough supportive facts to come to any solid opinion. I don't want to be kneejerk either way.
