Nope. As per usual, your understanding of the law is suspect at best. It is brilliant because 10 USC 12406 directly bypasses the governor and allows the president to place the guard under federal command. Newsom won't cooperate, so that's why he invoked that statute

The danger and rebellion stem from active interference with ICE and DHS personnel in effecting their duties in deportation and transport of illegals who are set to be deported.

This precedent was needed after the Biden era with an ineffective Attorney General in Merrick Garland.
