What DOES signify is the number of residents willing to take to the streets in an entirely futile attempt to stop deporations.

If need-be the Federal government will declare California to be in a state of Insurrection and arrest governors, mayors, etc.

Once Insurrection has been declared Federal troops will pour into the City (and, if need-be, the State) to quell the rebellion.
