Has California done anything that works in the modern era? I'm pretty sure this 911 worked as well, just that like everything Dems do, this 450 million was all paid out making a lot of other democrats rich, a form of money laundering. Now they will stick it to Californians again.

No, they don't. They never see the failure as their fault due to their own policies. Newsom will assign the failure to some unforeseen, unavoidable problem and move on recreating the disaster.
