I'm not an expert but we have dams now...where did they come from the sky? we built them and we can do it again...the specific site is not the issue that is a dumb question...what is the issue is do we have the political will to do what is right for the people of California....

How have we done it in the past? you speak as if the world has never built a reservoir before...you study the site do geo testing and pour the ******* concrete...no wonder the Marine Corps has to do everything for the Navy....this isn't a new proposal...sites have been suggested and studied...groups of Californians have been pushing for more catch basins for a long time...
