Because they have by far the largest population.

California was one of the first states to have a case and as we know the first couple of states to get hit, got hit hard because nobody was social distancing and as well people were figuring out how best to treat the virus. For example the east coast got creamed as did Italy because there was at first no social distancing measures set up. California, especially Northern California went into lockdown relatively quickly and that has kept the state out of the top half of the country in number of deaths and cases per capita.
