These alleged criminals ( probably victims of racism) have now been behaving pretty "good" while under close supervision and confinement, but according to the new Vision and have probably changed so much while incarcerated and possibly demonstrated some remorse (good touch), that they are now perfectly capable of meshing with the same people they had previously victimized.
