The real impact on this will be in contracting, if the government mandates crazy "goals" for MBE/WBE subcontracting.

What happens in NYC is that 25% or so of your contract has to be subbed out to MBE/WBE companies, that basically means you can only use MBE/WBE subs, and that means any white guy small company is shit out of luck trying to get subcontracts for government work.
