I agree with the first part.

But what we're dealing with here isn't terrorism fueled by immigrants bringing jihadi beliefs from the old country. We're dealing with ISIS recruiting new terrorists by enticing existing Muslims to become radicalized. If someone is already Muslim and has been raised that way, the foundation has already been laid for them to be groomed into a more radical version of their own religion.
