Not sure that's a solution for them since the power generated by the panels goes to the utility. .
If you have rooftop solar, you aren't necessarily tied to the grid. But if you are, only your excess power feeds the grid. Either way, the lights stay on if you have battery storage.
Even if you don't have solar, a Tesla Powerwall system can store enough power to outlast a 24 hour outage.
One possible future in California is a decentralized energy grid comprised of nodes (millions of small scale energy producers). A consumer could buy excess power produced by neighbors on a peer-to-peer network. The more individuals that become producers, the closer we get to this libertarian dream.
