That is a falling building with gypsum/drywall dust all around.. Which can give the illusion of solidity to a steel frame work in the background... Example: Take a piece of paper and place it over something dark and with a light directly behind it, you will see an impression of the item through the paper. If the item you covered with the paper has holes in it, unless the holes very large in comparison to the overall item, they will not appear through the paper. And through the paper the item will appear solid...
