Our present sate tax rate is highly regressive already, we pay 9.3%, the bracket for that tax rate is 48k to 1 million. if he trys the soak the rich scheme, shifting the brackets, hey NY, Conn., Virgina have already seen an exodus and have actually realized smaller revenue form this sector, these folks are rich enough to shift residencies when they like.

Sure, all those homes in Malibu will be vacated by the rich for a nice spread covered in ice and snow for four months a year. Leaving fresh fruit for the picking from spring tll fall in your own backyard, golf, surfing, and top down convertables all year long. Yep, watch that exodus, all to save a few bucks.

Orin Hatch even submitted a bill or somesuch to try and get it fixed so Ahnuld could be president.

I suspect the Obama Administration going on record on this issue to all about political posturing. If 19 passes it will create a real market so large as to dwarf the black market in MJ which no one has been able to control.
Maybe Obama can suggest that Californians Just Say NO; that worked real well, almost as effective as the war on drugs.
