This is total nonsense. There was a peace plan, but it was Putin that rejected it, and placed a bunch of ridiculous conditions on NATO.
No one in the West thought Ukraine would last a week. Biden tried to evacuate Zelensky the first day, and was rebuked when Zelensky said he "needed ammunition, not a ride".
Every one was trying to get Putin to chill out. Sholz, Macron, Erdogan. Russia would not even take Biden's call.

When Russia invaded, it was Ukraine's immediate neighbors who stepped up first. Lithuania, Poland, Latvia, Slovakia. The US provided some small arms and shoulder-fired stuff in low quantities, but it wasn't until April before aid from western European countries and the US even started being promised. That was
after Ukraine had defeated the Russians at Kiev, and forced the withdrawal. That delay from Western countries cost a lot of Ukrainian lives in May and June.
It was Ukraine's will to fight that brought the Western allies on board, and that was slowly- trickling in a few heavy weapons at a time, and here we are 7 months later and still no modern tanks or aviation.
This doesn't conform at all to your version of the war- where Zelensky was trying to negotiate, but the Western nations were preventing him because he was their "proxy". Western leaders were trying to get Putin back to the table, but he was refusing, and they were trying to get Zelensky to give up, but he wasn't doing that either.
