ICE has broad powers to enforce immigration laws, they do not have the authority to detain U.S. citizens for immigration-related reasons.

There was no immigration related reason involved at the scene of the incident (a point you have already adequately made), and Federal Agents can compel US Citizen to comply with instructions in order to conduct what are their assigned duties. They were on the scene doing what they had been sent there to do.
