F-22 can carry B61-12 bombs, but it can't deliver them to targets and use them against it. It is not certified for usage of them. It can be upgraded to those missions, and then, and not earlier than than, it will become nuclear delivery system, too.

B61-12 with F-22 isn't even an ordnance. Its merely cargo. If you don't have proper devices and proper codes on the plane, the bomb is almost harmless piece of iron.
