It's a tactic Trump used throughout his business career to avoid paying his subtrades and creditors in his over 4000 lawsuits. He dragged many of his cases against municipalities out for years, until they ran out of money and then settled for 25 cents on the dollar, or declared bankruptcy - again.

Or he settled without an admission of guilt - like the Trump University Fraud trial which started in 2013, and had been ongoing for 3 years before Trump was elected President at the end of 2016. Trump fought the inclusion of Trump University business documents, and Appealed Court Orders to turn them over.

After the election, Trump agreed to settle the class action suits for $25 million and no admission of guilt, mainly because donors agreed to pony up the cash for the settlement. When Trump sees no hope of winning a case, he settles the case with no admission of wrong doing.
