The administration’s claims simply don’t make sense. The tattoos were done in El Salvador when Abrego Garcia was 15.

The Garcia family had been paying tribute to Barrio 18, a gang that offered protection from MS-13. When the payments became unsustainable, Garcia befriended a gang member who intervened on behalf of his family. The gang agreed to stop demanding tribute payments on the condition that Garcia join them. He initially agreed, but his family convinced him not to go through with it.

As a result, the gang attacked Garcia’s relatives and threatened to kill him. Garcia fled to the United States, and his family relocated for the third time to escape gang violence and continued extortion.

The administration’s claims are illogical. Why would Garcia get an MS-13 tattoo when he was considering joining Barrio 18, MS-13’s bitter rival in El Salvador?

It would be totally illogical for Garcia to join MS-13. He and his family fled from areas controlled by MS-13 in El Salvador and paid tribute to a rival gang, Barrio-18 for protection. Apparently ICE didn't do their homework.
