I say we need to look above and see what incompetent supervisor a) put an unqualified person in such a challenging situation, and b) what incompetent decided it was OK to understand the control tower.

Remember….promotions have been given out all over the place based primarily on race as opposed to prioritizing competence (and race irrelevant).

To achieve a full helicopter pilot certification (Commercial Pilot Certificate), you typically need to log at least 150 hours of flight time according to FAA regulations, with the majority of those hours specifically in a helicopter; however, most students end up flying closer to 200 hours to fully prepare for their check ride.

Both should have been aware of the altitude violation. That is a routine concern in that entire region. Like not flying over the White House or capitol building without specific permission. Just something they should all know like muscle memory.
