The USA was established and meant to be an example to the rest of the World on what they too can become, and how to do such.
There is no law of man or nature, nor any scientific basis, for thinking the USA is the only place where humans can experience the freedoms and prosperity we have.

Any nation can, in theory, replicate the government, freedoms, prosperity, diversity, etc. as shown by the USA. If the people of that(those) nation(s) have desire and willingness to work towards copying our example in their own country.

Only "legal" and/or "moral" obligation the USA has is to help in what ever way we can for others to copy our example.
Carry this idea/concept to fullest implications and the USA has more Right to intervene in other nations and assist the citizens there change the regime they live under, than we do to accept those seeking refuge and asylum here.

Crunch the numbers and it makes more sense, especially fiscal, to help transform other nations than to absorb more population than we have jobs or places for.

Being "Shinning light/beacon on the hill." doesn't mean we have infinite vacancy and capacity to accept the planet's outcasts.
