Authorizing is not the same as deploying or activating.

Jurisdiction, the secretary of defense can deploy the troops, he can authorize

What incited the crowd to rush the Capitol were flash grenades thrown into the crowd followed by removal of the barriers and the authorities opening the Capitol Doors.

As well as the crowd got bigger and bigger, they had nowhere to go. Of course they got pushed threw the barriers. It is a miracle that nobody got trampled to death, which has happened in much smaller crowds
